The choice of a subordinate verb's mood by the word that introduces the clause rather than by the speaker of it.
Most of the time the mood of a subordinate verb is not a choice at all. The introducing predicate or conjunction belongs to a class, the class fixes the mood, and the verb has no say in it, which is why the operation is stated over the introducing word and not over the subordinate clause. That leaves a third class where both moods are grammatical, and this is the only place the mood contrast means anything on its own. Recording the split this way puts the residue where the content is, which inverts the usual presentation: a description that lists governing predicates exhaustively spends its length on the cases that carry no information and passes quickly over the cases that do.
