The cardinal for a count of one, the only simple member of the series carrying gender and the only one that shortens before a noun.

This is the only cardinal that changes shape for gender and the only one that shortens, and the two facts are separate: the feminine shape does not shorten at all, so the two genders diverge in exactly the position where a determiner would stand. The same syllables spell the indefinite article, and the two are different words, because the article presents a referent without counting it while this one answers a question about quantity. A third use is impersonal, where the word stands for a generic speaker rather than for a number, and that use takes verb agreement in the third person.
