A two clause pattern stating that a change in one quantity accompanies a change in another, with a quantifier at the head of each clause.
The construction states that two quantities vary together, and it does so by heading each clause with a quantifier, neither of which can be dropped. That double marking is what makes the pattern a construction rather than a subordinate clause with an adverb, since the two quantifiers are not independent and changing one requires changing the other. The first quantifier has two shapes in ordinary use, one of which is the interrogative quantity word and the other a shortened form current in speech across most varieties. The mood of the first clause tracks whether the covariation is being stated of observed cases or of possible ones.
