A clause headed by an untensed verb and attached to another clause is read against a participant of that clause, for the same reason a complement clause is.

The same reasoning that restricts the untensed complement clause restricts the untensed adjunct clause, and stating it once for both is what makes it an inference rather than two observations. A gerund clause states an event simultaneous with the main one and names nobody, so the participant is read off the main clause. The residue is the absolute clause built on a participle, which does name a phrase and makes the participle agree with it, and which is therefore not restricted at all. Agreement is again the diagnostic.
