A clause attached to a phrase that already picks out its referent adds information, and one attached to a phrase that does not narrows what is picked out.
The difference is usually taught as a matter of punctuation and it is a matter of what the phrase has already done. If the phrase has not yet fixed its referent, the clause helps fix it, and removing the clause changes what the phrase picks out. If the phrase has fixed it, the clause cannot help, and removing it changes nothing about the reference. The definiteness chain is a premise because the determiner is what states whether the referent is presented as identifiable, and that is the property the two types are sensitive to.
