The role inside a phrase held by an element that narrows what the head names without being required by it, and that can be removed leaving a complete phrase.

The modifier narrows what the head names, and it is the only phrase level role that can appear more than once in one phrase and can appear on either side of the head. Which side it takes is not free, and the difference is a difference in reading rather than in style: an adjective placed after the head picks out a subset of what the head names, while the same adjective placed before it comments on what the head names without dividing it. The agreement recorded here holds of the adjectival case and of that case alone. A modifier that is a phrase headed by a preposition carries no agreement, and neither does a clause used as a modifier, so the residue of the agreement statement is every modifier that is not an adjective. The role is separated from the complement role by whether the head demands it and not by where it stands, which is the harder of the two phrase level distinctions and the reason the two records point at each other.
