A two part predicate stating that an event finished a very short time before the point the tense locates.

The construction asserts a short interval between the end of the event and the point the tense locates, and that assertion is what distinguishes it from the compound perfect, which leaves the interval unspecified. Its distribution is unusually narrow: it is at home in the present and the imperfect and is refused in the tenses that present the event as bounded, because those already assert what the periphrasis asserts. Under negation it acquires a second reading in which the assertion is not about time at all but about a failure to be convinced, which is not predictable from any part of the construction and is one of the clearest cases in the language of a stored form and meaning pairing.
