The construction states equality of quantity rather than of degree, and its quantifier agrees with the noun it precedes exactly as a determiner does, which is what places it in a different word class from the invariable degree word used before adjectives. The two are historically one word and are now in complementary distribution, so the choice between them is settled entirely by what follows. The quantifier also modifies a verb directly, in which case it takes the masculine singular shape and states equality in amount of activity rather than in number of things.
