The construction states the event as the culmination of a process rather than as an isolated occurrence, and it carries a secondary claim that the culmination was not to be taken for granted. That second claim is what makes it more than an inceptive read backwards: the event is presented as having been reached, and reaching it is presented as notable. With a copula in the infinitive position the construction is the ordinary way of stating that someone came to occupy a role over time, and that use is frequent enough to look like a separate pattern while being the same one. The auxiliary keeps its meaning of arrival in a weakened form, which places the construction at the middle of the grammaticalisation range the family spans.
