A two part predicate stating that an event occurs again, presupposing that it occurred before.
The construction is the language's main way of stating repetition, and it does the work an adverb does elsewhere, which is why it is so frequent that its meaning is fully compositional and it is stored on frequency rather than on unpredictability. What it contributes beyond a bare restatement of the event is a presupposition: the event is asserted to occur again, and its earlier occurrence is taken as given rather than asserted. That presupposition survives negation, so a negated instance still takes the earlier occurrence for granted, which is the standard test and the reason the meaning is treated as part of the construction rather than as an inference. The auxiliary keeps none of its meaning of returning.
