A two part predicate stating that an event already under way has not stopped, and asserting by implication that stopping was possible.

The construction presupposes that the event was already under way and asserts that it continues, which is a stronger claim than the plain progressive makes and a different one. Because the continuation is asserted against an expectation of stopping, the pattern is at home under negation, where it states that the event has still not begun, and that negated use is frequent enough to be worth naming separately from the affirmative one. It is one of the two members of the family that admit an adjective or a participle in place of the gerund, which is a genuine widening of the schema rather than a separate construction, and the graph records it here rather than carving a second object for it.
