The mood system inflects for three values and none of them states requirement or possibility, so those meanings have to be carried elsewhere, and this family is where. Six predicates cover the ground, differing in which auxiliary they use and therefore in register, in whether the requirement is external or internal, and in whether anyone is named as subject at all. Grouping them under one frame is what shows they are one strategy rather than six idioms. The residue is the predicate that shares an auxiliary with one of the six and states an inference rather than a requirement.
