A two part predicate stating that the subject ought to bring the event about, the requirement coming from a rule or from the speaker.

The construction states a requirement grounded in a rule, a duty or the speaker's judgment, which is what separates it from the pattern whose requirement comes from circumstances. It joins the two verbs with nothing between them, which is unusual in its family and is the point on which it is distinguished from the inferential construction built on the same auxiliary. In the conditional it softens to advice without ceasing to be a requirement, and that softening is regular enough across the modal family to be a property of the conditional rather than of this construction. It is the modal at home in written and formal registers, where the circumstantial obligation pattern is less usual.
