A two part predicate stating that the speaker infers the event to be so, rather than stating that it is required.

Two positions are held about this construction and they disagree about whether it exists as a separate object. On the first the preposition marks a real distinction: with it the clause states an inference, without it an obligation, and the two are different constructions that happen to share an auxiliary. On the second the preposition is a prescriptive convention that speakers do not observe consistently, the inferential reading being available with and without it and settled by context, so there is one construction with two readings. The record adopts the first, because the graph elsewhere treats a difference in the joining particle as a difference in construction, and marks it contested because named reference grammars record the variation and decline to treat the distinction as firm.
