A two part predicate stating a requirement with nobody named as subject, the auxiliary frozen in the third person singular.

The construction states a requirement without stating who is under it, and the freezing of the auxiliary is what makes that possible: there is no subject position for anyone to occupy. In the present tense the auxiliary takes a special form used in this construction and in the existential one and nowhere else, which is one of the few places in the language where a single cell of a paradigm belongs to a construction rather than to a lexical entry. The construction is not simply the impersonal counterpart of the personal obligation pattern, since it also presents the requirement as general rather than as falling on a particular occasion, and a speaker uses it to state what is done rather than what someone must do.
