A two part predicate stating that the subject is under a requirement to bring the event about, with the requirement coming from circumstances.

The construction is the ordinary spoken way of stating a requirement, and it differs from its competitors in where the requirement comes from and in how strongly it is put. It presents the obligation as imposed by circumstances rather than by a rule or by the speaker, which is why it is the natural choice for an unavoidable practical necessity. It also has a second reading in which the requirement is not practical but inferential, stating that something must be so, and that reading is available in the same shape without any marking to distinguish it. The particle joining the two verbs is a conjunction rather than a preposition, which is the one point of shape on which this construction differs from most of its family.
